Binghamton University - Posting Policy
DISTRIBUTION OF PRINTED INFORMATION, SOLICITATION
The distribution or peddling of newspapers or handbills conveying a point of view in the public areas of a SUNY campus is protected by the First Amendment. Public areas include the main lobby of the University Union and streets and sidewalks, but not areas such as corridors, rooms and all other lobbies in buildings. Door-to-door solicitation is not permitted on campus. Unaddressed handbills, announcements, election flyers, or advertisements are not to be sent through the campus mail, placed under residence hall doors, nor placed on vehicles on campus property. Harassment or intimidation of members of the campus community by persons selling goods or services, or proselytizing points of view or causes, may require the removal of individuals from University property in accordance with the rules of maintaining public order.RULES FOR POSTING
Announcements offering subscriptions to newspapers and magazines or other goods or services may be placed on established bulletin boards on campus only after approval has been obtained from the University official in charge at the area in which the bulletin board is located. University bulletin boards are the only appropriate areas for posters. Please post only ONE poster per board. Others may be removed. Posters are not to be taped or placed on walls, windows, doors, cars, lightposts, fencing, trees, etc. Violation of the posting policy may result in fees being levied against your group and the loss of postering (and tabling in the University Union) privileges.
BANNERS & SIGNS
No signs advertising events will be allowed on Bartle Drive or other roadways. Banners may be hung from buildings for the duration of the event if they are part of a University-sponsored event of some importance. The sponsoring organization must have received, in writing, the approval of the Building Administrator. Requests of unusual merit should be forwarded in writing to the Vice President for Administration for review by the President’s staff. (see University Union guidelines listed below for UU rules)
GUIDELINES FOR PROMOTING EVENTS WHERE ALCOHOL IS SERVED
• Promotional activities may not be associated with otherwise
existing campus events or programs without the prior knowledge and consent of
appropriate University officials.
• Display or availability of promotional materials should be determined
in consultation with appropriate University officials.
• Beverage alcohol advertising on campus or in institutional media, including
that which promotes events as well as product advertising, should not portray
drinking as a solution to personal or academic problems of students, or as necessary
to social, sexual, or academic success.
Where controlled sampling is allowed by law and institutional policy, it should be limited as to time and quantity. Principles of good hosting should be observed, including availability of food and planned programs. Alternative beverages must be included. The consumption of beer, wine, or distilled spirits may not be the sole purpose of any promotional activity.
UNIVERSITY UNION GUIDELINES
Permission to post
University recognized organizations may post materials as long as they follow
these guidelines. All posters, signs or ads by an OFF-CAMPUS agency must have
the approval of the Director of the University Union and must adhere to the
following guidelines. Individuals wishing to post commercial advertisements
must first register with the Director of the University Union. A fee may be
charged for commercial (off-campus) posters. Violators may be fined.
Posters
• There is a bulletin board for each day of the week in the main hallway
of the Union. Only ONE poster may be hung on the appropriate day (ex. Place
poster on “Monday” bulletin board for a program held on Monday).
Covering previously posted, current material is not allowed.
• There are “event” bulletin boards where posters may be hung.
Posters advertising one of these events may be placed on the appropriate “event”
board as well as the corresponding “day of the week” board. Note
- weekly meetings are not considered special events.
• Bulletin boards located on the four posts of the main lobby (in front
of the Information Desk) are open for all posters. These boards will be cleared
nightly.
• Posters should be no larger than 11x17 inches.
• Posters may be placed on any other bulletin board in the University
Union that isn’t designated for a specific purpose.
• All posters must be clearly marked with the sponsoring organization’s
name and are to be hung on bulletin boards. Do not hang or place posters on
walls, windows, doors, cars, lightposts, fencing, trees, etc. BULLETIN BOARDS
ONLY!
Banners & Large Signs
• Large signs may be hung in the University Union lobby above the West
Cloakroom windows and on the UPPER THIRD part of the glass panes between the
South Lounge and Lobby. They may also be hung above the staircase in the new
University Union. Only large signs are allowed in the staircase in the new union
(No 8 ½ x11 or 8 ½ x14 as they’re too small to see and will
block traffic on the stairs if people stop to read them).
• Signs may be no larger than 3 feet long x 6 feet wide.
• All signs must include the group’s name, date, place and time
of the advertised event.
• Signs may be hung not earlier than 4 days prior to the event.
Handouts
• ¼ sheets are permitted as a hand out tool but should not be left
on tables, benches, floors or on windows, due to the high maintenance costs
associated with picking them up. If ¼ sheets are left on benches or on
floors, fees may be levied against your group and your group may lose postering
privileges.
COMMERCIAL POSTING
Commercial vendors will bring the material to be posted or distributed directly to the University union office, located in the new University Union, room W205. Following payment of the appropriate fee, you will be instructed where you may place your posters. The material posted or distributed will be required to comply with the University’s policies (see “University Rules and Expectations”).
COMMERCIAL BULLETIN BOARDS
Bulletin boards in prime, high-volume traffic locations will
be restricted to commercial advertising. There are boards in the University
Union, Library Center, Lecture Halls and Residential Life Dining Halls.
Once the posters have been accepted by the University for display, they will
be stamped and then the Director of the University Union will tell you where
they may be placed.
The advertising of events held on campus and sponsored by a recognized campus
organization in conjunction with off-campus commercial businesses shall be exempt
from these guidelines. All events at off-campus commercial locations, even if
sponsored by on-campus organizations, must pay the commercial fee set by this
policy unless-
1. It can be shown that the activity is being promoted as a fundraising event for the organization where-in a contract exists between the commercial business, other sponsors, and the organization which allows for all proceeds to revert to the organization over and above direct costs as determined by a process defined by the contract.
2. The event requires the pre-purchase of tickets or admission fees which are part of the normal course of business relative to the activity (i.e., concerts, amusement parks, plays, etc.)

The price of posters varies depending on restrictions on size and materials used.
POLICY FOR POSTING IN RESIDENTIAL AREAS
The Residential Life Department welcomes the free exchange of information with the resident students. To be allowed to post, material must first have the approval of the Area Office.
When posting in the residential areas, please follow these rules:
• Approved material can only be posted on approved bulletin boards or
in approved posting areas.
• Only one copy of the approved material can be posted at each approved
posting area or bulletin board.
• When posting material, you should not remove, re-arrange, cover-up,
or otherwise tamper with any material already displayed.
• No material is to be posted on any glass or any doors in any residential
areas by other than Residence Life staff members.
• Material posted in unapproved areas will be removed.
• Individuals or groups who develop a pattern of not adhering to this
policy may face judicial action in addition to being denied the privilege of
posting information in the residential areas.
Individual residential areas may have specific policies in addition to those listed above.
Any group found to be in violation of the rules stated above will lose postering privileges.
“Plastering” bulletin boards or areas around campus
will not be tolerated.
